Sometimes, it is best to use a tech rule.  The reason is both moral and 
legal.  If x cannot surf then a-v cannot also.  There is the problem of 
documentation, to fire someone, you need doc.  Also where is the rule 
that tells when surfing affects a job or how much is legal under the 
house rules. 

My guess is that surfing to some extent is legal, but vague to where the 
upper limits are.  Management is taking the 'economic' way out.  A 
wrongful dismissal law suit can hit the 100K$ boundary rather quickly.  
Proper documentation can take months. 

So the economical route, best to the organization is to use tech.
